The knife looks like a Bowie, and the other weapon could be a halberd. The doodad behind them is a balance-scale, such as is typically depicted being held-up by the blindfolded figure of Justice.

Overall symbolism could be something like "guardians of justice".

The crazy quilt square looks like someone copied the arms of an organization; maybe knowing more about the person the quilt was made for would clear up the mystery. Heraldically the scale would be a "balance," the axe and rods a "fasces," and the knife a "flaying knife." The balance and fasces are symbols of justice and order, and the flaying knife is an attribute of Saint Bartholomew.
