Mystery

We visited the Champlain Memorial Lighthouse today. There are a series of seals carved on it. I've identified the seals of the US, France, Vermont, New York, and Brouage France, the home of Champlain. There's one more seal, and I can't figure it out. Virtual cookies to anyone who can!
