I was walking, alone in a state park, when I heard an odd noise-- loud splashing like ducks or geese taking off from the water, stopping and starting intermittently, but no flying birds in sight. This is what I saw.

I think it's a fish trap, and something big is caught, and trying to get out to safer water.
